The Advisory Panel will discuss Amendment 23/Groundfish Monitoring. They will receive a report from the Groundfish Plan Development Team (PDT), review public scoping comments and Discuss and make recommendations to the Groundfish Committee on the scope, purpose and need, and range of alternatives for Amendment 23. The Panel will also review 2017 Council Priorities with a discussion of Atlantic halibut management, receive a report from the PDT and make recommendations to the Groundfish Committee. They will also discuss a possible reclassification of windowpane flounder stocks with a report from the PDT and make recommendations to the Groundfish Committee. Other business will be discussed as necessary.

Although non-emergency issues not contained in this agenda may come before this group for discussion, those issues may not be the subject of formal action during these meetings. Action will be restricted to those issues specifically listed in this notice and any issues arising after publication of this notice that require emergency action under section 305(c) of the Magnuson-Stevens Act, provided the public has been notified of the Council’s intent to take final action to address the emergency.

SUMMARY:
Under the Federal Advisory Committee Act, Environmental Protection Agency (EPA) gives notice of a public meeting of the National Advisory Council for Environmental Policy and Technology (NACEPT). NACEPT provides advice to the EPA Administrator on a broad range of environmental policy, technology, and management issues. NACEPT members represent academia, industry, non-governmental organizations, and state, local and tribal governments. The purpose of this meeting is for NACEPT to develop a framework for its next report addressing how to best integrate citizen science work at EPA through effective collaboration and partnerships. In addition, the Assumable Waters Subcommittee under NACEPT will provide an overview of its draft recommendations on how the EPA can best clarify which waters a state or tribe assumes permitting responsibility under the Clean Water Act (CWA) section 404 program. SAB activities and advice provide necessary input to ensure that National Oceanic and Atmospheric Administration (NOAA) science programs are of the highest quality and provide optimal support to resource management.

SUMMARY: This notice responds to Section 209 of the Sea Grant Program Improvement Act of 1976, which requires the Secretary of Commerce to solicit nominations at least once a year for membership on the National Sea Grant Advisory Board (Board), a Federal Advisory Committee that provides advice on the implementation of the National Sea Grant College Program. The NOAA intends to fill two expected vacancies on the Board in 2017. To apply for membership to the Board, applicants should submit a current resume, via the methodology discussed in the Contact Information Section of this notice. A cover letter highlighting specific areas of expertise relevant to the purpose of the Board is helpful, but not required. NOAA is an equal opportunity employer.

employment-opportunites-e1433868852278The North Pacific Research Board (NPRB) is seeking nominations to its Advisory and Science Panels for 2017. Four seats for the Science Panel and four seats for the Advisory Panel will become available on 1 June 2017.

 Science Panel Qualifications:

 The Science Panel advises the Board on science planning and identification of research priorities, identification and evaluation of scientific information relevant to the Board’s mission, and review of proposals and technical evaluations received by the Board.

 NPRB is seeking Science Panel nominees whose expertise includes:

 – Physical, chemical, or biological oceanography;

– Plankton or fish ecology and/or genetics;

– Marine fisheries management;

– Stock assessment modeling; and

– Socioeconomics or social sciences.

 Strong candidates will also demonstrate knowledge of pressing fisheries management issues, research needs, and priorities of state and/or federal managers. Science panel members serve four-year terms with a maximum of two consecutive terms.

 Advisory Panel Qualifications:

 The Advisory Panel represents stakeholders, user groups, and other interested parties from various regions. Respectively, each of the four available seats represents the Gulf of Alaska, Bering Sea and Aleutian Islands, and Arctic ecosystems.

 Advisory Panel members advise the Board on accomplishing its mission and provide meaningful community-level participation throughout the Board’s science programs. Advisory panel members serve three-year terms with a maximum of two consecutive terms.
